(1)The Spirit of the Lord God is upon me (Jesus of Nazareth),
Because the Lord has ANOINTED and COMMISSIONED me To bring GOOD NEWS to the HUMBLE and AFFLICTED;

He has sent me to bind up [the wounds of] the BROKENHEARTED, To proclaim release (IN Jesus you may Receive a FULL PARDON)
[from CONFINEMENT and CONDEMNATION]
to the [physical/mental/spiritual] CAPTIVES, and freedom to PRISONERS (locked in darkness),

(2) To proclaim the Favorable Year of the Lord, And the Day of Vengeance and Retribution of OUR God, To comfort all who MOURN,
(3)To grant to those who mourn in Zion the following: To give them a turban instead of dust [on their heads, a sign of mourning],
The OIL of JOY instead of mourning,
The GARMENT [expressive] of PRAISE instead of a disheartened SPIRIT.

Also in Psalms 68:5-6 God tells us this about Himself:
(5)[God is] A father of the fatherless and a judge and protector of the widows, Is God in His holy habitation.
(6) God makes a home for the lonely; He leads the prisoners into prosperity, Only the stubborn and rebellious dwell in a parched land.

IF you are a TRUE Believer in The ONLY TRUE God of The Holy Book of Law (the canon) and are Graced with Virtue BY The Holy Spirit, THEN...

YOU WILL, Pray Daily in the early morning to begin communion with The Father, open your spirit to Continual Prayer throughout the Day.
YOU WILL feel the urging of the Spirit to Fast regularly to kill your Old Man, because your New Man CRAVES God's Presence MORE than Life itself.
YOU WILL Manifest God into your life, thereby producing the Fruit of the Spirit which is: Love, Joy, Peace, Patience, Kindness, Goodness Faithfulness, Gentleness and Self-Control. The 12 fruits are charity (or love), joy, peace, patience, benignity (or kindness), goodness, longanimity (or long-suffering), mildness (or gentleness), faith, modesty, continency (or self-control), and chastity. (Longanimity, modesty, and chastity are the three fruits found only in the longer version of the text.)
YOU WILL be Fully Sealed and Vested (protected and established by God's Law of Contract) to be a Minister of The Good News and may go fourth into the world to Minister the Same Gospel you have been Given.

When you encounter those believing you cannot MINISTER without the proper credentials you simply follow Matthew 10:14 "If anyone will not WELCOME you or LISTEN to your words (of Life), leave that home or town and shake the dust off your feet". In other words, Just move along in LIFE, Pick Up Your Cross and continue FOLLOWING Jesus!
